Not all community benefit is project-generated.

A zone is already experiencing economic growth: 50 jobs/year, organic.

A project arrives and is projected to create 300 jobs.

Genuine additive benefit ≠ 300 jobs.

Genuine additive benefit = 300 minus what would have been created anyway.

• What would have happened without this project?

• What's the difference? (That's the genuine additive value)

This is standard practice in policy evaluation. It should be standard in social value reporting.

Counterfactuals aren't complicated. They're essential.
