PECGA-CONFLICT: Make multi-occupant conflict visible and resolve it fairly.

PECGA-CONSENT: Explicit, granular, renewable consent for data collection.

PECGA-EQUITY: Equality impact assessment on allocation patterns.

PECGA-WELLBEING: Decouple comfort score from wellbeing; measure actual health outcomes.

Not a technical standard. A governance framework.

Implementation starts this month.
