CIBSE Guide H:2009 is the standard for building energy efficiency sub-metering.
It was written before AI-governed energy systems became operational.
The result: a framework gap.
CIBSE Guide H does not forbid AI-estimated metering. It also does not authorize it. It offers no guidance on calibration, traceability, allocation transparency, audit trails, or dispute resolution for virtual meters.
This ambiguity creates risk. Organizations cannot point to official guidance. Regulators are left to interpret. Tenants are left uncertain.
VMGA bridges this gap—providing the governance framework that CIBSE Guide H:2009 anticipated but never codified.
