Don't try to implement all five AVCGA modules at once. Start with one: AVCGA-CHANGE.

AVCGA-CHANGE is model update governance. It's the quickest win. It requires only contract amendments. No IT infrastructure. No complex processes.

Implementation:

1. Document current model performance (baseline)

2. Require vendor to provide 14-day advance notice before updates

3. Require vendor to test new models against your building for 30 days in parallel

4. New model must equal or exceed old model on all baseline metrics

5. You have automatic rollback rights if post-update performance degrades

Cost to you: One contract amendment.

Benefit: You approve AI model changes to your building instead of discovering them retroactively.

This single change stops "surprise" updates that degrade energy performance. It's foundational governance that everything else builds on.

After AVCGA-CHANGE is solid, add AVCGA-AUDIT (transparency rights). These two modules prevent most vendor lock-in problems.
