Five years later: Did those 500 jobs actually exist?
Nobody checked.
This is the gap AC-144 research documents. Social value is promised at procurement stage. But post-occupancy, outcomes are rarely verified. Promises remain promises. Reality remains unmeasured.
Communities deserve verification. Public resources deserve accountability.
