But here's the problem: your buildings aren't actually becoming less carbon-intensive.


Most AI systems optimise for one thing: minimising cost per unit carbon. Which means they recommend cheap LED retrofits before expensive deep retrofit. They defer the interventions that actually matter.


The result is a "carbon budget mirage"—portfolios that look compliant on paper while individual buildings fall behind their carbon budget obligations.


If you manage building decarbonisation, this is worth investigating. Deep retrofit remains indefinitely deferred? Portfolio reporting masks individual non-compliance? That's not a system failure. That's a governance failure.
