Most AI decarbonisation systems are trained on cost minimisation. Minimise cost per unit carbon. Which means: recommend cheap retrofits before expensive ones.
This creates a systematic bias toward shallow interventions. LEDs, controls, insulation. All good. All cheap. All deliver 5-10% carbon reduction.
Deep retrofit—heat pumps, fabric improvement—costs more. Gets deferred. Is never scheduled.
CBGA-OBJECTIVE flips this. Carbon reduction per pound invested becomes the primary metric. Minimum carbon reduction targets per building per budget period become hard constraints.
This doesn't eliminate cost as a consideration. It just demotes it from primary objective to secondary optimisation criterion.
The result: the AI system still makes efficient choices. But it prioritises the interventions that actually move the needle on carbon, rather than the interventions that look good on a cost spreadsheet.
