Q1: Deep retrofit for Building B is scheduled. Capital budget is tight. System recommends LED instead. Deferred to Q2.


Q2: Building B still needs deep retrofit. But Building C is now also a candidate. Both require funding. System recommends LED for both. Deferred to Q3.


Q3: Same story, different buildings. Deep retrofit remains in the queue. Estimated restart: next quarter.


Q4: Year end. No deep retrofit has been delivered. But everyone still expects it to happen "next year."


Five years later? You're at the end of your statutory carbon budget period. Deep retrofit was never scheduled. And no one made a deliberate decision to fail—it was just the cumulative effect of rational quarterly deferral.


This is a system-level governance failure. Your AI system didn't break the rules. The rules allowed indefinite deferral.


You need deferral tracking. You need escalation protocols. And you need to plan relative to five-year budget periods, not quarterly capital cycles.
